New municipal project promotes a common policy between educational institutions, students, and the city, focusing on attracting and retaining talent

Porto launches Porto University District to establish itself as a university city
SAPO · 21 Jan 2026
The Municipality of Porto has presented the Porto University District, an ambitious initiative aimed at strengthening the city’s position as a recognised university hub that attracts and retains talent. The project seeks to create a common policy and identity for Porto as a university city, bringing together higher education institutions, students and the wider urban community in a shared ecosystem of knowledge and innovation.

Developed in collaboration with the city’s higher education institutions and the Academic Federation of Porto (FAP), the initiative will establish a unified brand and foster closer cooperation between academia and the municipality. According to city officials, the project goes beyond occasional collaboration, aiming instead to build a lasting collective identity that generates shared value and encourages systematic interaction between all stakeholders. Pedro Duarte, President of the Porto City Council, has argued that the collaboration between institutions is key to strengthening Porto’s role as a hub of talent.

The Porto University District will introduce concrete mechanisms such as collaborative spaces, regular communication channels and a joint agenda to enhance existing initiatives and create new opportunities. It will also promote academic, scientific, cultural and entrepreneurial synergies, ensuring that students, researchers and staff feel part of a broader and more connected ecosystem.

In parallel, the project will continue the urban and environmental regeneration of university areas, with more green spaces, cultural and sports facilities and sustainable mobility solutions. A strong focus will also be placed on affordable student housing and on strategies to attract and retain talent. The official launch of the Porto University District is scheduled for the beginning of the next academic year. This project is considered a defining step in Porto’s future as a city of knowledge and talent.
