This programme supports individual investment operations promoted by micro, small, and medium-sized enterprises (SMEs) focused on strengthening internationalisation capabilities. The objective is to foster business model internationalisation through the adoption of more advanced commercial and organisational strategies, increasing SMEs’ competitiveness and their ability to integrate into global value chains.
Eligible operations include actions aimed at developing international presence, market knowledge, and organisational capabilities, particularly those that contribute to sustainable international growth. Supported actions include, but are not limited to:
a) Knowledge of external markets, including participation in international trade fairs and exhibitions;
b) Prospecting and presence in international markets, including customer acquisition initiatives and reverse trade missions;
c) International marketing and promotional activities, including the use of web-based tools and digital platforms;
d) Online presence development and e-commerce solutions;
e) Creation, development, and international promotion of brands;
f) Organisational innovation related to commercial practices or external relations;
g) Quality enhancement and specific certification required for external markets.
Requirements
Eligible entities are micro, small, and medium-sized enterprises (SMEs), regardless of their legal form.
The geographic scope covers the NUTS II regions of mainland Portugal (North, Centre, Lisbon, Alentejo, and Algarve). Operations must be implemented in the region or regions where the investment takes place.
The indicative total funding allocation for this call is €57,000,000, financed by the European Regional Development Fund (ERDF), distributed as follows:
- COMPETE 2030: €50,000,000 – maximum co-financing rate of 40% in Phase 1 and 50% in Phase 2;
- Lisbon Regional Programme: €3,000,000 – maximum co-financing rate of 40%;
- Algarve Regional Programme: €4,000,000 – maximum co-financing rate of 40%.
The total allocation will be divided between two application phases. Any funds not committed in Phase 1 will be transferred to Phase 2. If demand exceeds available funding, allocations may be reinforced in each phase subject to demand.
Applications open on 30/09/2025, with assessment and decision carried out in two phases:
- Phase 1: deadline on 30/12/2025 (5:00 pm);
- Phase 2: deadline on 31/03/2026 (5:00 pm).
