The Employment +Talent measure provides financial support to companies that hire young unemployed individuals registered with the IEFP or those who have emigrated for at least 12 months, on a full-time, open-ended contract, and with a higher education qualification. The salary offered must be equal to or higher than the entry-level salary of a graduate in the general career of a senior technician in Public Administration, which in 2024 amounts to €1,385.98.

- Young unemployed people registered with the IEFP, or who have emigrated permanently for at least 12 months, aged 35 or under and who have a level 6, 7 or 8 qualification from the National Qualifications Framework, under the terms of Decree no. 782/2009 of 23 July.
Requirements
The requirements for granting the support are:
- The publication and registration of a job offer on the portal, marked with the intention to apply for the Employment +Talent measure;
- Signing a full-time, open-ended employment contract, with a base salary that is equal to or higher than the entry-level salary of a graduate in the general career of a senior technician in Public Administration (in 2024, €1,385.98), with a young unemployed person registered with the IEFP or who has emigrated permanently for at least 12 months;
- Not having carried out collective dismissals, dismissals due to job extinction, or dismissals due to unsuitability, as provided in Articles 359, 367, and 373 of the Labour Code, in the three months prior to the date of submission of the application;
- The net creation of jobs (*) and the maintenance of the employment level achieved through the support for at least 24 months from the first month of the supported contract;
- Providing professional training during the support period;
- Compliance with the provisions of the respective collective labour regulation instrument, particularly in determining the salary offered in the contract, when applicable.
(*) Net job creation is considered to occur when the entity achieves, through the supported employment contract, in the month of registering the job offer, a total number of employees higher than the average number of employees recorded in the 12 months preceding that month.
How to obtain
The application periods are defined by a decision of the IEFP management board and published on the IEFP Website.
Applications must be submitted within the following deadlines:
- For offers registered during the application period, within 30 consecutive days after the date of registration of the offer;
- For offers registered before the application period, within 30 consecutive days after the date of its opening.
The application is submitted on the iefponline portal IEFP online portal using a specific form, after registering a job offer that includes an express indication of the intention to submit an application for this measure and meets the following cumulative conditions:
- It pertains to open-ended, full-time employment contracts, with a base salary equal to or higher than the entry-level salary of a graduate in the general career of a senior technician in Public Administration (€1,385.98);
- It is intended for candidates with a qualification level equal to or higher than Level 6 of the National Qualifications Framework and aged 35 or younger.
