SIID – Internationalisation of R&D – Industrial R&D Operations on a European Scale

The SIID – Internationalisation of R&D – Industrial R&D Operations at European Scale measure aims to enhance the participation of Portuguese entities in transnational research and innovation initiatives.

This incentive supports industrial research and experimental development projects carried out within recognised European frameworks, in particular the EUREKA Network (including Clusters and Globalstars calls) and the EUROSTARS programme under the Innovative SMEs Partnership. These initiatives require cross-border collaboration and are aligned with European strategic priorities for innovation.

The supported operations must focus on the development of new or significantly improved products, processes or services, contributing to technological advancement and increased competitiveness. The measure also seeks to strengthen the integration of Portuguese organisations into European innovation ecosystems and value chains.

Funding is provided through the European Regional Development Fund (ERDF), in the form of non-repayable grants, with co-financing rates depending on the type of beneficiary and the region of implementation.

Eligible beneficiaries include micro, small and medium-sized enterprises (SMEs), Small Mid Caps, and, within co-promotion projects, non-business entities from the research and innovation system.

Requirements

The main requirements for granting support include:

  • The project must be approved under a recognised European R&D initiative (e.g. EUREKA, EUROSTARS or equivalent);
  • The operation must correspond to industrial research and/or experimental development activities;
  • The project must involve effective international collaboration and demonstrate clear European added value;
  • The applicant must comply with the general eligibility criteria under COMPETE 2030, including legal, financial and operational capacity;
  • The entity must have its tax and social security situation regularised and no outstanding obligations relating to public funding;
  • The project must be implemented within eligible regions defined by the programme;
  • Eligible expenditure must comply with applicable national and European funding rules;
  • The application must be submitted within the deadlines established in the call.


How to obtain

Applications must be submitted through the COMPETE 2030 portal, using the appropriate electronic form, following prior approval of the project under the relevant European initiative.

The application process requires:

  • Submission of a proposal aligned with an eligible European R&D programme (e.g. EUREKA or EUROSTARS);
  • Evidence of international partnership and approval at European level;
  • Completion of the national application form, including technical, financial and organisational information about the project;
  • Compliance with all formal and procedural requirements set out in the call notice.

Applications are subject to specific submission periods defined in the call, and must be completed within the deadlines established therein.
