IEFP - Employment + Talent

The Employment + Talent measure provides financial support to employers that hire young unemployed individuals registered with the IEFP, or individuals who have emigrated for at least 12 months, under a full-time, open-ended employment contract, and holding a higher education qualification.

The salary offered must be equal to or higher than the entry-level salary of a graduate in the general career of a senior technician in Public Administration (in 2026, €1,499.15).

Requirements

The requirements for granting the support are:

  • The publication and registration of a job offer on the portal, marked with the intention to apply for the Employment +Talent measure;
  • The execution of a full-time, open-ended employment contract, with a base salary equal to or higher than €1,499.15 (2026 reference value);
  • The employer must not have carried out collective dismissals, dismissals due to job extinction, or dismissals due to unsuitability, as provided for in Articles 359, 367 and 373 of the Labour Code, in the three months prior to the submission of the application;
  • The net creation of jobs (*) and the maintenance of the employment level achieved through the support for at least 24 months from the first month of the supported contract;
  • The provision of professional training during the support period;
  • Compliance with the applicable collective labour regulation instrument, particularly regarding salary determination, where applicable;
  • The employer must have its tax and social security situation regularised, no outstanding obligations towards the IEFP or European funds, no salary arrears (except in legally permitted situations), and must not have been convicted of serious or very serious labour offences in the previous two years.

(*) Net job creation is deemed to occur when the employer achieves, through the supported employment contract, a total number of employees higher than the average number recorded in the 12 months preceding the registration of the job offer.

How to obtain

Application periods are defined by decision of the IEFP Board and published on the IEFP Website.

Applications must be submitted within the following deadlines:
  • For job offers registered during the application period, within 30 consecutive days following the date of registration;
  • For job offers registered prior to the application period, within 30 consecutive days following the opening date of the application period.

The application is submitted through the IEFP online portal using the appropriate form, after registering a job offer that:
  • Refers to a full-time, open-ended employment contract with a salary equal to or higher than €1,499.15 (2026);
  • Targets candidates aged 35 or under with qualification level 6 or higher;
  • Expressly indicates the intention to apply for this measure.

Registration on the portal requires prior authentication via the Social Security Direct system.
